One of Victor Harbor’s most prominent beachfront sites could be transformed into a major new hotel, residential and wellness destination under a $110 million development proposal.

Plans have been revealed for the redevelopment of The Anchorage site on Flinders Parade, bringing together a six-level hotel and residential building, 45 premium apartments, 63 hotel rooms, a restaurant and bar, spa and wellness facilities and function spaces.

The plans also include an upgrade of the state heritage-listed Warringa Guest House, which was built in 1905 as Victor Harbor’s tourism industry was booming. Now known as The Anchorage, it is the last remaining traditional guest house of around 65 that once operated in the seaside town.

The proposal has already received local council planning approval, with the project now subject to final feasibility and due diligence by the developers before moving ahead. If it proceeds, construction is expected to begin in mid-2027.


The project is being led by South Australian companies Westside Constructions and John Seymour Consolidated, which have formed a joint venture to redevelop the landmark coastal site.

Westside Constructions is a third-generation South Australian development and construction company that has operated for 48 years.

“Every detail in its stunning modern design is of the highest quality and at the same time in keeping with the site’s local heritage connection,” CEO Greg Phillips said.
